Allows the user to select at run time which Google Earth layer they will see. Also lets the admin set the default Google Earth layer.

This plugin needs the ushahidi_action.google_earth_layers event to be defined. As seen here http://github.com/jetherton/Ushahidi_Web/tree/upstream/2.0.
